
The purpose of evaluation is the improvement of the teaching/learning process. Through classroom observations and appraisal of teaching performance, administrators and supervisors are able to offer guidance which may improve teacher effectiveness. Another purpose of evaluation is to determine the relative performance of different teachers so the best teachers may be recognized, retained and granted tenure. After each evaluation is made, a full written report will be submitted to the Superintendent of Schools.
Administrators and supervisors will consider teacher evaluation one of their most important functions. They will strive to develop a spirit of cooperation with the staff in regard to this endeavor. Evaluation procedures used in the district shall be as objective and uniform as possible. Evaluation will be based on actual observations of teachers' practices, behaviors, and classroom conditions. The evaluation process will include self-evaluation by the teacher. Classroom observations shall be initiated by the supervisor as well as the teacher.

In addition to this evaluation, the performance of professional personnel in supplementary positions, such as extra-curricular or coaching, will also be evaluated. Such evaluations will be made by the administrator to whom the individuals are responsible in the supplementary position. The evaluation will take place prior to the time these individuals will be considered by the Board for continuance in these positions. Evaluations should be done in a timely fashion and as close to the conclusion of the activity as possible.
The procedures and guidelines for formal and informal observations and evaluations of teachers shall be those agreed to with the employee organization representing the teaching staff and set forth in the collective bargaining agreement.
