Hyde Park Central School District

The Board of Education may establish advisory committees for special projects or to address specific problems or issues. Such committees may be composed of individuals who have not been elected to the Board so that the resources of the entire community may be utilized for the good of the district. Final decisions in all matters will rest with the Board.

Duration

Advisory committees shall be temporary in nature and shall be appointed by the Board only for the specific tasks of seeking information or investigating. Advisory committees will dissolve on completion of their assigned tasks.

The Board shall have sole power to dissolve any of its advisory committees and shall reserve the right to exercise this power at any time during the life of a committee.

Membership

Lay citizens as well as members of the school staff are eligible for appointment to advisory committees. Appointment will be based on the contribution which the individual can make to the work of the committee, his/her interest in the welfare of the community, and the extent he/she is willing and able to give time and effort to the study of vital problems.

The Superintendent shall maintain a list of lay citizens and staff members who have served on advisory committees, who are currently serving who have expressed a willingness to serve, and who have been or appropriately might be recommended for such service. When committee members are needed, the Board may appoint members from this list or from any other source it deems appropriate.

Although the Board encourages citizens to make themselves available for membership on committees, it should be understood that selection will not be determined on a volunteer basis.

Appointment

All appointments to citizen advisory committees will be made by the Board. Vacancies on a committee will be filled by the Board. The committee will be invited to recommend persons for appointment to vacancies before they are filled, however.

Notice of appointment to the committee shall include:

  1. a statement of the problem facing the Board;
  2. what is expected of members of the committee;
  3. the period of the appointment; and
  4. the date, time and place of the first meeting.

Assignment of Topics

Specific topics for study shall be assigned in writing to each committee immediately following its appointment. Each committee shall be instructed regarding the service the Board wishes it to render, the resources the Board intends to provide, the approximate dates on which the Board wishes it to submit reports, and the approximate date on which the Board wishes the committee to complete its work. Furthermore, the committee shall be instructed as to the relationship it has to the Board, to individual Board members, to the Superintendent, and to other administrators and members of the staff.

Reporting

All committees appointed by the Board shall report to the Board its findings and recommendations. It is understood that committee action is always advisory and never executive in nature, and the Board may accept or reject any or all recommendations of any appointed committee.

Publicity

The Board shall see that the public is made aware of the services rendered by such committees as it may appoint and shall see that the public is informed of the major conclusions and recommendations made by such committees. All public announcements concerning the organization, membership, operation, recommendations, and dissolution of such committees, shall be made at such time and in such manner as the Board may choose.

Expression of Appreciation

Letters will be sent to individual members of the committee acknowledging their service.

Any official policy-level action is the sole discretion of the Board. The Board is in no way obligated to follow committee recommendations. The Board has the right to accept, reject, or modify all or any part of a committee recommendation.
