
The Board of Education affirms that its primary responsibility is to provide educational programs and opportunities for residents of the school district who are of legal age to attend school, as determined by New York State statute and Commissioner(s Regulations. A resident student is one who is of legal age to attend school and whose actual and only residence is within the Hyde Park Central School District.
Providing that all the conditions of this policy are met, students who are citizens of nations other than the United States may be admitted into the schools of the district without payment of tuition under recognized foreign student exchange programs in which district students are accepted on an equivalent basis in foreign countries.
In order to preserve the continuity of a student(s educational program and social development, the Board will accept non-resident students into the schools of the district, on a tuition-free basis, under the following circumstances.
A student whose parents/legal guardians have signed a contract to buy or build a residence in the school district may be enrolled during the semester in which they expect to become residents, without payment of tuition. If, at the end of the semester, such residence is not occupied by the family, a student may no longer remain enrolled in the school district.
Regularly enrolled children whose parents have moved out of the school district during the second semester of the school year may complete that school year. In the case of 12th grade students whose parents move out of the district at any time during the school year, the student may complete grade 12 without payment of tuition.
Any non-resident student who does not meet the qualifications of paragraphs (A( and (B( above shall only be entitled to attend district schools where required by law.
Tuition charges, established annually by the Board of Education, shall be levied upon the appropriate agency for children placed in homes in this district who attend school in this district. Records of placement in foster homes or group homes are required before a student can be accepted into the schools of this district. When such billings are more than one year past due, suit shall be instituted by the district for collection.
Transportation will be provided for non-resident students if, and only if, existing bus routing is used, there is sufficient room on the bus, and there is no additional cost to the district.
This policy will take effect commencing with the 1996/97 school year.
