Special Education Programs

Services are provided at all grade levels for all students who have been found to evidence a handicapping condition by the CSE. These services are provided in the least restrictive environment. The district offers a developmental plan of instruction, including support services, resource rooms, and alternative classes designed to meet each child's individual educational needs, which are prescribed in the student's Individual Education Plan (IEP).

In addition to the work of specialists on our staff, the school district cooperates with other schools, as well as Dutchess County Board of Cooperative Educational Services (BOCES) in providing education for exceptional children. Some resident children attend classes in other schools or at the BOCES site on Salt Point Turnpike. Other arrangements are available based upon the specific needs of the child, as determined by the CSE.

Committee on Special Education (CSE)

Students who are suspected of having a handicapping condition as defined by the Regulations of the Commissioner of Education, must be evaluated by the Committee on Special Education (CSE). Appointed by the Board of Education, the committee is comprised of the CSE Chairperson, an administrator and/or teacher of special education, the school district physician, a school psychologist, a parent of a handicapped child, and other appropriate personnel.

The CSE reviews, evaluates and recommends to the Board of Education how to best meet the educational needs of pupils with handicapping conditions. The committee acts on referrals from school personnel to determine the placement of students. Matters are dealt with in a confidential manner and due process of law is preserved.

If your child is referred to the committee, you will be asked to attend the meeting to offer your views on the most appropriate educational program for your child. You can present information to the committee in writing, through an outside professional, or through a district staff member. If you do not agree with the committee's recommendations, you have the right to appeal their decision.

If you think your child may have a handicapping condition you should let your child’s teacher know you have educational concerns. In each building exists an interdisciplinary team that supports students who may be having difficulties in school. Teachers, principals, and school personnel can refer a student to the team for discussion. This team is called The Child Study Team (CST). The Child Study Team provides a setting where a multidisciplinary team meets regularly to provide assistance to students, teachers, and support personnel to accommodate a student’s general education program. This team is used as a consultative and problem solving tool. The team will provide a supportive atmosphere needed to address and combat the difficulties that may arise during a student’s academic career. Given the supports and accommodations from the team each student’s progress will be monitored. If these supports are not improving progress the Child Study Team will refer your child to Special Education. They will have considered many educational options and document progress. Any parent may request in writing a letter to the CSE regarding your educational concerns and the request to refer your child to The Committee on Special Education. This request should be sent to the CSE chairperson at the administration offices.

An additional duty of the CSE is to review annually the special education program of the school district and to make appropriate recommendations to the Board of Education.
