In our district, at the beginning, each BLT had specific tasks to accomplish. This varied from year to year, depending on changing circumstances throughout our district. Each BLT was also able to add additional goals of particular interest to their school.
In our district, the make-up of the BLT was to have a mixture of people from different groups; parents, principal, certified Staff, non-certified staff, and community members. Equality among the various groups was a goal. The BLT process was created on a consensus model, meaning everyone had to be in agreement about decisions before a decision could be implemented. Also, the chair of the BLT was determined by the members, with each person having an equal voice.
